The Defense Threat Reduction Agency (DTRA) funds biolabs around the world and contracts much of the work under the military program to private companies, which are not held accountable to Congress, and can operate more freely and move around the rule of law. The recent scandal over the involvement of Hunter Biden in bioweapons research brought these companies to the forefront of public opinion. These companies are directly involved in the development of bioweapons, posing a significant and growing threat to national and international security. One such weapon possibly being the Covid-19 virus.
The Defense Threat Reduction Agency awarded a contract on the 12th November 2019 to Labyrinth Global Health INC. for ‘COVID-19 Research’, at least one month before the alleged emergence of the novel coronavirus, and three months before it was officially dubbed Covid-19.

In 2016 at the Lugar Center American scientists carried out research on the “Genome Sequence of the Soviet/ Russian Bacillus anthracis Vaccine Strain 55-VNIIVVIM”, which was funded by the U.S. Defense Threat Reduction Agency’s Cooperative Biological Engagement Program in Tbilisi, Georgia and administered by Metabiota. Bacillus anthracis was a biological weapon agent used by the U.S. Army. Despite the Pentagon’ claims that its program is only defensive, Bacillus anthracis can be developed into an offensive weapon (Anthrax).
Amid its ongoing special operation in Ukraine, Russian forces discovered US-operated biolabs in the country carrying out dangerous pathogen research. While Washington and the western media initially tried to deny their existence and heaped scorn on those that disagreed), they later confirmed it, but claimed the labs’ activities were unremarkable. (This was spectacularly contradicted by US Victoria Nuland who stated “uh, Ukraine has, uh, biological research facilities.” Any hope to depict such “facilities” as benign or banal was immediately destroyed by the warning she quickly added: “we are now in fact quite concerned that Russian troops, Russian forces, may be seeking to, uh, gain control of [those labs], so we are working with the Ukrainians [sic] on how they can prevent any of those research materials from falling into the hands of Russian forces should they approach”).1
The Russian Ministry of Defense (MoD) revealed new documents on Thursday that had been seized by Russian forces in eastern Ukraine, including correspondences between American financier Hunter Biden – the son of US President Joe Biden – and figures involved in biological research in Ukraine, which an investment firm of his helped to bankroll. The documents revealed an intent to create a “Central Depository of Especially Dangerous Microorganisms in Kiev,” according to Russian MoD spokesperson Maj. Gen. Igor Konashenkov, as well as ways to distribute biological agents via drone. Emails revealed the names of several American figures central to the biological research projects from the firms Metabiota and Black & Veatch, as well as officials from the US Defense Threat Reduction Agency (DTRA).
Respected Bulgarian investigative journalist Dilyana Gaytandzhieva broke the story of a CIA-run international arms smuggling ring that was using diplomatic protection to deliver weapons to ISIS and other terrorist groups in Syria from 2015. That the US Army regularly produces deadly viruses, bacteria and toxins in direct violation of the UN Convention on the prohibition of Biological Weapons. That hundreds of thousands of unwitting people are systematically exposed to dangerous pathogens and other incurable diseases. That bio warfare scientists using diplomatic cover test man-made viruses at Pentagon bio laboratories in 25 countries across the world. That these US bio-laboratories are funded by the Defense Threat Reduction Agency (DTRA) under a $ 2.1 billion military program – Cooperative Biological Engagement Program (CBEP) – and are located in former Soviet Union countries such as Georgia and Ukraine, the Middle East, South East Asia and Africa.
The Lugar Center is the bio laboratory in Georgia. It is located just 17 km away from the US Vaziani military airbase in the capital Tbilisi. Tasked with the military program are biologists from the US Army Medical Research Unit-Georgia (USAMRU-G) along with private contractors. The Bio-safety Level 3 Laboratory is accessible only to US citizens with security clearance who are accorded diplomatic immunity. Three private American companies work at the US bio-laboratory in Tbilisi – CH2M Hill, Battelle and Metabiota. In addition to the Pentagon, these private contractors perform ongoing, significant biological research for the CIA and various other government agencies.
As Dilyana points out, the biolabs are strategically placed on the borders of Russia, Iran and China, the perceived “enemies” of the West and a threat to US unipolarity. The creation of these programs in these countries also circumvents the 1972 Geneva Convention on the prohibition of development and production, stockpiling of bio and chemical weapons ratified by the US in 1973.
